The European Union has introduced new rules under Regulation (EU) 2024/573, tightening requirements for fluorinated greenhouse gases (F-gases). These changes are important for companies importing, exporting or placing on the EU market equipment containing F-gases.
Mandatory Registration in the F-Gas Portal
Registration is required for:
- imports into the EU,
- exports from the EU,
- transit procedures,
- release for free circulation.
The following parties must be registered:
- the customs declarant,
- the exporter,
- the holder of a special or transit procedure.
HFC Quotas
Certain hydrofluorocarbons (HFCs) require a quota before being placed on the EU market.
This mainly applies to:
- refrigeration equipment,
- air conditioning systems,
- heat pumps,
- certain inhalers.
Important for Private Individuals Importing or Exporting Goods
Regulation (EU) 2024/573 also provides an important exemption for private individuals.
If a private individual imports or exports goods for non-commercial purposes, registration in the F-Gas Portal is currently not required until further notice, as such activities are not considered commercial transactions.
This applies in particular to:
- personal belongings,
- household goods during relocation,
- non-commercial shipments by private individuals.
Mandatory Customs Declaration Code
In these cases, the following customs code must be used:
Y160 – Goods for which the provisions of Regulation (EU) 2024/573 do not apply
Correct use of code Y160 is important for:
- faster customs clearance,
- proper processing of shipments,
- avoiding delays or additional customs requests.
